Minnesota could lose millions due to the CDLs
December 03, 2025
The U.S. Department of Transportation (USDOT) has warned the state of Minnesota about the possible loss of $30.4 million in federal highway funding if the state does not revoke illegally issued commercial driver's licenses (CDL) to non-residents.
On December 1, US Secretary of Transportation Sean Duffy announced that an audit by the Federal Motor Carrier Safety Administration (FMCSA) revealed that a third of the non-resident CDLs in Minnesota were issued illegally.
The USDOT pointed out that Minnesota violated the rules by issuing non-domiciled CDLs exceeding the period of legal stay of drivers in the United States, Mexican citizens outside the DACA program, as well as legal permanent residents.
FMCSA Administrator Derek D. Barrs underlined that the state "openly and brazenly violates the rules."
The USDOT has given Minnesota 30 days to take action, including suspending the issuance and cancellation of non-compliant CDLs, as well as conducting a comprehensive internal audit.
Sean Duffy noted that these abuses endanger American families.
