Illinois to tighten rules for drivers who do not speak English

House Bill 4184, introduced by Republican Adam Niemerg of Dietrich, aims to restrict the issuance of driver's licenses and permits to non-U.S. citizens.
It prohibits such persons from obtaining or renewing licenses and permits, and also excludes permanent residents and foreigners with permanent residence from the list of candidates for commercial apprenticeship permits for truck drivers.
The project requires all applicants to prove their proficiency in English, including the ability to read and write in it. These measures were introduced after a fatal accident in Westfield, where the couple died in a head-on collision with a conversion van driven by an illegal immigrant from Honduras.
Niemerg accused Governor J. B. Pritzker of prioritizing "illegal immigrants" over law-abiding citizens, saying, "What happened in my district is unacceptable. Two honest citizens are dead because of the governor's insane policies."
